Well,we have some downy around here somewhere,but do I nedd the shampoo?

Downy is liquid wax. That is how it softens clothes. Quite literally, it waxes the fibers and permits them to slide smoothly against one another. It is not a shampoo...
If the doll's hair is dirty or greasy, the shampoo will remove that residue and you can start with a clean slate...

Is is okay to wash doll hair?Is it harmful?

Washing a doll's hair is not harmful. The hair on AGs is actually Kanekalon, a polyester fiber, the same stuff wigs for people are made of.
There are several albums available to describe the washing, Downy dunk and steaming, the three steps to restoring a doll's hair. Use a wig shampoo, available from Sally's or other hair care product stores. Keep water out of the doll's eyes and do not try to brush her hair while it is wet or it will matt.
